Cold Weather Care for Community Cats

When temperatures drop, a simple winter shelter can be lifesaving for outdoor cats. Follow the steps below to create a safe, warm place for cats to hunker down during cold weather.


Step 1: Gather Your Supplies

  • Plastic storage tote
  • Styrofoam sheets or a styrofoam cooler
  • Straw (not hay)
  • Box cutter or knife
  • Marker

Step 2: Cut the Entry Hole

  • Place the hole high enough to prevent snow or water from entering.

Step 3: Insulate the Tote

Cut styrofoam to line each side of the tote, leaving space for the entry hole.

  • If using a styrofoam cooler, place it inside the tote and cut the entry hole to line up.

Step 4: Add Straw

Fill the insulated container with straw about ⅔ full (it will settle with use).

  • ✔ Straw keeps cats dry and warm
  • ✘ Hay is not suitable for shelters

Remember: Straw is for strays. Hay is for horses.


Step 5: Secure the Lid

  • If the shelter will be in a community area, label the lid with a marker so others know it’s a winter shelter.

Step 6: Place the Shelter Properly

Set the shelter in a safe location with the entrance facing away from prevailing winds. Place a heavy object on top to keep it from moving.


Important Safety Notes

Do NOT use materials that absorb moisture, including:

  • Blankets
  • Towels
  • Carpet
  • Cat beds

These materials can soak up water, freeze, and cause cats to become dangerously cold.

Only use straw — it stays dry, insulating, and safe in winter conditions.
